Armizan challenges Warisan’s claim of resolving 17/21 MA63 demands

PAPAR, SABAH, MALAYSIA November 23,  2025 – Minister of Domestic Trade and Cost of Living, Datuk Armizan Mohd Ali, has refuted Parti Warisan’s claim that it successfully resolved 17 out of 21 demands under the Malaysia Agreement 1963 (MA63) during the period when the party governed Sabah and held partial federal influence between 2018 and 2020.

In a lengthy statement posted on his social media today, Armizan – who previously led the MA63 Special Secretariat under the Sabah and Sarawak Affairs Division (BHESS), Prime Minister’s Department, from December 2022 to December 2023 – stressed that there is no official record in the secretariat’s documents showing that 17 MA63 issues were fully resolved under the Warisan administration.

“I raised this question with Warisan back in 2023, and the eventual response from Warisan President (Datuk Seri Panglima Shafie Apdal) was: ‘not yet completed, but already agreed in principle.’ Now, as elections approach, they are once again campaigning on the narrative of ‘successfully delivering 17/21’ MA63 demands,” he said.

Armizan explained that in government administration, phrases such as “agreement in principle” or “policy approval” do not necessarily mean a demand has been fully approved and implemented.

“Successfully raising an issue is not the same as successfully ensuring it is approved and implemented,” he emphasised.

He challenged Warisan to list in detail the 17 items it claims to have achieved, adding that he has only ever heard of two items mentioned by Warisan – and the facts do not match what the party has been proclaiming publicly.

Touching on his own performance as head of the MA63 secretariat for one year, Armizan said that while some parties accuse him of failure, five (5) MA63 matters were nevertheless discussed, agreed upon, and implemented through various official instruments during his tenure.

“Facts, not hot air,” he said succinctly.

Armizan, who is also the Member of Parliament for Papar, urged Sabahans to vote for Gabungan Rakyat Sabah (GRS) in the upcoming election under the slogan “Our Home, We Take Care Of.”
